A 90-day grace period applies for motor vehicle license renewals

by City of Cape Town
Covid-19 cover

The City of Cape Town reminds its customers to make use of the 90-day grace period for motor vehicle registration and licencing that applies if they needed to renew their licence between 23 March and 31 May 2020 but could not do so because of the hard lockdown. To avoid queues and to prevent the spread of COVID-19, please make use of online services to renew licences or to do account payments before heading to a customer office, customers are encouraged to phone ahead as some offices might close unexpectedly due to COVID-19 positive cases. Please also ensure that if you need to visit an office, that you go early in the day. Read more below:

The City has been opening some of its cash and motor vehicle licencing and registration offices in a staggered manner across the metro to comply with COVID-19 regulations. These offices have however experienced high volumes in recent weeks. It is strongly advised to only visit the offices in person if urgent or if customers cannot make use of the online services available.

The City’s offices are operating with a skeleton staff complement to adhere to the regulations, and all counters will thus not be open at the same time. Motorists who have applied to renew their licence discs between 23 March and 31 May 2020 have until 29 August 2020 to do so.

The 90-day grace period applies for:

  • Expired driving licence cards
  • Learner’s licences
  • Professional driving permits (PrDPs)
  • Roadworthy certificates
  • Temporary driving licences
  • Vehicle registration and licence renewal discs

In addition, the validity period for the renewal of a motor trade number licence is extended for a further six months from 1 June 2020.

For motorists who applied before 26 March 2020 and meet all the requirements, their discs will still arrive. The South African postal service has resumed but please be patient as they work through their backlogs. Customers who applied after 26 March 2020 would need to reapply online.

‘Before customers may enter a customer facility, a screening process takes place and a limited number of people are allowed into the buildings. Preference is given to senior citizens and customers with disabilities. We urge customers to maintain social distancing, to make use of our online service channels and the grace period that applies for motor licences. It is important to note that our operations have changed to adhere to the COVID-19 requirements. Not all counters will be opened in accordance with the regulations, and offices are not running at a full staff complement in an effort to reduce potential infections of a team. Some offices might impose a transaction limit per day as a result of the reduced staff. There are also high volumes of transactions, especially for motor vehicle licences. This applies to in person and online transactions because there are naturally backlogs too that have to be attended to. This is an extraordinary time and we ask customers to please bear this in mind,’ said the City’s Mayoral Committee Member for Finance and Executive Deputy Mayor, Alderman Ian Neilson.
